AIWW Maintenance Dredging Project

Mason Creek Crossing

New Hanover County is accepting sealed bids for the following project: AIWW Maintenance Dredging Project – Mason Creek Crossing. The work includes hydraulic dredging of approximately 75,000 cubic yards of shoaled material from the AIWW and
Mason Creek Widener, with subsequent placement in the upland disposal area DA-241adjacent to the dredge areas. The work also consists of minor repairs to the existing spillway, and monitoring environmental concerns.

Bid documents on compact disk in Portable Document Format (.pdf) may be acquired from Gahagan & Bryant Associates of NC, PLLC, (910) 313-3338, cmbryant@gbainc.com. The charge for plans and specifications is a non-refundable payment of fifty
dollars ($50.00) per set. Complete sets of Bid Documents must be used in preparing Bids. New Hanover County assumes no responsibility for errors or misrepresentations resulting from the use of incomplete sets of Bid Documents.

On Thursday, August 11, 2016 at 10:00 am, a mandatory pre-bid meeting was held at the New Hanover County Detention Facility for RFB # 17-0023 for the Installation of Wire Mesh Partitions project.

Unfortunately, due to complications with bidders locating the facility on time, no bidders attended the meeting; therefore, the bid was READVERTISED on August 30, 2016 with bids being received on September 29, 2016 at 2:00 PM.  On September 29th at 2:00 pm, only one bid was received in response to the County’s solicitation; consequently, this bid is being READVERTISED once again.

Sealed bids addressed to Lena Butler, Purchasing Supervisor, New Hanover County Finance Department, 230 Government Center Drive, Suite 165, Wilmington, NC 28403 and marked “INSTALLATION OF WIRE MESH PARTITIONS: RFB # 17-0023R2” will be accepted until 2:00 PM EST, Thursday, December 1, 2016.           The bids will be publicly opened and read aloud following the latest time for receipt of bids in the New Hanover County Finance Office, Suite 165, Conference Room 500, Wilmington, North Carolina.

Bidders should contact Captain Mark Vincent by calling 910-798-4573 or email mvincent@nhcgov.com to make arrangements to tour the facility.  Bidders will be able to tour the facility October 24-November 4. 2016.  A tour of the facility is mandatory in order for your bid to be accepted.  If you have previously toured the facility in response to this solicitation, you will not be required to tour the facility again.

Bids will be received for a Single Prime Contract.  Bidders must be properly licensed under Chapter 87 of the North Carolina General Statues.

All prime bidders on this project must be pre-qualified in accordance with New Hanover County’s Pre-qualification Ordinance in order to bid.  Bids will not be accepted unless the bidder is pre-qualified.  Pre-qualification applications may be obtained at the County Legal Department, 230 Government Center Drive, Suite 155, Wilmington, NC 28403 or by visiting the County’s website at http://legalinsurance.nhcgov.com/contractors-approved-for-bidding/.  Pre-qualification packages are due no later than 5:00 PM EST on November 10, 2016.

Mason Inlet Maintenance Project 2015\2016

 

New Hanover County is re-opening the bid period and accepting sealed bids for the Mason Inlet Maintenance Project 2015\2016.  The work consists of the hydraulic dredging of 475,000 CY of shoaled beach quality sand from the federal AIWW navigation channel, Mason Inlet, and Mason Creek.  All material shall be transported by hydraulic pipeline and placed along 10,000 feet of beachfront on Figure “8” Island.  Pumping distances range from approx. 7,000 to 12,000 feet.  Maximum dredging depths range from 8.6’ to 14’ MLW.  Dredging and beach fill activities are to be completed by March 31, 2016.

All contractors are hereby notified that they must have proper license as required under the state laws governing their respective trades.

General contractors are notified that Chapter 87, Article 1, General Statutes of North Carolina, will be  observed in receiving and awarding general contracts. General contractors submitting bids on this project must have license classification for Building Contractor.

Each proposal shall be accompanied by a cash deposit or a certified check drawn on some bank or trust company, insured by the Federal Deposit Insurance Corporation, of an amount equal to not less than five percent (5%) of the proposal, or in lieu thereof a bidder may offer a bid bond of five percent (5%) of the bid executed by a surety company licensed under the laws of North Carolina to execute the contract in accordance with the bid bond. Said deposit shall be retained by the owner as liquidated damages in event of failure of the successful bidder to execute the contract within ten days after the award or to give satisfactory surety as
required by law.

A performance bond and a payment bond will be required for one hundred percent (100%) of the contract price.

Payment will be made based on ninety-five percent (95%) of monthly estimates and final payment made upon completion and acceptance of work.

No bid may be withdrawn after the scheduled closing time for the receipt of bids for a period of 90 days.

G.S. 143-64.31, New Hanover County (NHC) wishes to develop a master plan that’s a living, working document that provides guidance and direction for current and future Capital Improvement Projects (CIP) park projects. The master plan should provide analysis of system wide needs that form a basis for park development and improvements and should focus on a variety of options for parks and open space for the benefit of our resident’s health and well-being as well as the health and well-being of our natural resources and environment.

Cape Fear Museum Outdoor Learning Environment:  Site construction of outdoor space including demolition, concrete walks/walls, paving, storm drainage, boardwalk, fencing and landscaping.

Bids will be received for a Single Prime Contract.  Bidders must be properly licensed under Chapter 87 of the North Carolina General Statues.

INVITATION TO SUBMIT PROPOSAL

FOR CONSTRUCTION OF LANDFILL CELLS 2-6 PARTIAL CLOSURE

New Hanover County will receive sealed proposals from qualified contractors for all labor and materials to complete the work in accordance with the "Specifications and Contract Documents” for New Hanover County Secure Landfill Cells 2-6 Partial Closure for New Hanover County, North Carolina.  This is a rebid of this project.

 

The partial closure of approximately 10 acres of Cells 2-6 will include confirmation of depth of soil cover, site preparation, placement of the liner system, placement of the soil cover, installation of the gas management system, construction of the stormwater management structures, erosion control structures, grading, access roadway, and all incidentals necessary to complete the work as specified.  The construction period will be 150 days from the notice to proceed to substantial completion and an additional 30 days to final completion. Common fill for the preparation of the intermediate cover for the landfill shall be supplied from an off-site borrow source.  Topsoil shall be obtained from an off-site borrow source.

 

A MANDATORY pre-bid conference will be held on January 28, 2015 at 2:00 p.m. in the Environmental Management Administration Building, 3002 Highway 421 North, Wilmington, NC.  Note that all bidders must attend the mandatory pre-bid meeting, including those who attended the first pre-bid meeting on 12/11/14.

 

Proposals will be received until 2:00 p.m. on February 25, 2015, by New Hanover County, in the Conference room at the New Hanover County Department of Environmental Management Administration Building, 3002 HWY 421 North, Wilmington, North Carolina 28401, at which time the proposals will be publicly opened and read in accordance with the provisions of law.  The deadline time shall be established by the timepiece of New Hanover County's representative.  No bids will be accepted after that time.

Bidders must be licensed contractors in the State of North Carolina at the time proposals are submitted. Pursuant to N.C.G.S. S87‑15, it will be necessary for contractors to show evidence of such license in the bid document.

 

No proposal for construction or repair work may be considered or accepted by said board or governing body unless at the time of its filing the same shall be accompanied by a deposit with said board or governing body of cash, or a cashier's check, or a certified check on some bank or trust company insured by the Federal Deposit Insurance Corporation in an amount equal to not less than five percent (5%) of the proposal. In lieu of making the cash deposit as above provided, such bidder may file a bid bond executed by a corporate surety licensed under the laws of North Carolina to execute such bonds, conditioned that the surety will upon demand forthwith make payment to the obligee upon said bond if the bidder fails to execute the contract in accordance with the bid bond. This deposit shall be retained if the successful bidder fails to execute the contract within 10 days after the award or fails to give satisfactory surety as required herein.

 

Contractor will be required to comply with OSHA and all federal, state and local laws, ordinances, rules and regulations that in any way affect the Work and will be required to review/endorse the County’s Contractor Compliance Requirements in Section 01910.  Bidders will be required to submit a Qualification Questionnaire located in Section 00300 as part of their bid to demonstrate qualifications to perform the Work.

 

The bidder shall make good faith efforts, as defined in the bid specifications, to subcontract 10% of the dollar value of the single prime contract to businesses owned and controlled by minorities. Individuals who are rebuttably presumed to be minorities include women, Black Americans, Hispanic Americans, Native Americans, Asian-Pacific Americans, and Asian-Indian Americans. The County is seeking a qualified company to provide a full service agreement based upon the list provided which is to include quarterly P.M.’s on all Generators per manufactures recommendation. All P.M. work will be scheduled through New Hanover County Trades Superintendent and shall require documentation of work through the County’s Computerize Maintenance Management System. Once bid has been awarded it will require a 2 hour mandatory training session (On C.M.M.S.) for any and all technicians who will be part of the company’s service staff to New Hanover County. The bids will be publicly opened and read aloud following the latest time for receipt of bids in the New Hanover County Finance Office, Suite 165, Conference Room 500, Wilmington, North Carolina. 

Bids will be received for a Single Prime Contract. Bidders must be properly licensed under Chapter 87 of the North Carolina General Statues. 

All prime bidders on this project must be pre-qualified in accordance with New Hanover County’s Pre-qualification Ordinance in order to bid. Bids will not be accepted unless the bidder is pre-qualified. Pre-qualification applications may be obtained at the County Legal Department, 230 Government Center Drive, Suite 155, Wilmington, NC 28403 or by visiting the County’s website at http://legalinsurance.nhcgov.com/contractors-approved-for-bidding/.

The County will conduct a Mandatory Pre-Bid meeting at 1:00 PM on Wednesday, November 12, 2014. The meeting will be held in Finance Conference Room 500 located at 230 Government Center Drive, Suite 165, Wilmington, NC 28403.

A Bid Bond Equal to 5% of the base bid price is required by all bidders. The successful bidder will be required to provide Performance and Payment bonds equal to one hundred percent (100%) of the contract price.

No Bid may be withdrawn thirty (30) days after bid opening date.

The bidder shall make good faith efforts, as defined in the bid specifications, to subcontract 10% of the dollar value of the single prime contract to businesses owned and controlled by minorities.

The County reserves the right to waive any informalities, to reject any or all bids, and to accept that Bid or Bids which is in the best interest of the County.

Removal of existing masonry veneer for 55,000 sf Annex and replacement with new masonry veneer except for a small sample area.  Budget estimate for this project is $2.5-3 million dollars.   Replacement or reinstallation of all window units as scheduled in alternates and unit prices.  Other related work involves repairing veneer substrate and cutting in new reinforcing and adding surface reinforcing angles to concrete block back up walls.  New reinforcing in concrete block will be extended into concrete foundations.  New metal framed substrate walls will be added.  All veneer drainage planes and weather barriers will be re-flashed and new loose lintels are to be provided.  Existing shelf angles are to be modified.  Areas of flat roofing and surface paving will be repaired and restored to original and weather tight condition. 
 
TIMELINE: To be completed within twelve to fourteen months with building in use.

Pursuant to Section 143-129.2 of the General Statutes of North Carolina, sealed proposals for Solid Waste Management Services to include Landfill Maintenance, Recycling and Household Hazardous Waste Collection, and Transfer Station Operation shall be addressed to Lena Butler, Purchasing Supervisor, 230 Government Center Dr. Suite 165, Wilmington, North Carolina 28403 and marked “SOLID WASTE SERVICES” will be accepted until 12:00 P.M. No bid shall be considered or accepted by New Hanover County unless at the time of its filing the same shall be accompanied by a deposit of cash or certified check on some bank or trust company insured by the Federal Deposit Insurance Corporation in an amount equal to not less than five percent (5%) of the proposal amount for the first full contract year assuming 200,000 tons of MSW per year. In lieu of making the cash deposit, bidder may file a bid bond executed by a corporate surety licensed under the laws of North Carolina to execute such bonds, conditioned that the surety will, upon demand forthwith make payment to the obligee upon said bond if the bidder fails to execute the contract in accordance with the bid bond. This deposit shall be retained if the successful bidder fails to execute the contract within ten (10) days after the award or fails to give satisfactory surety as required herein.

Proposals submitted under this section are not subject to public inspection until a contract is awarded; therefore, there will be no public bid opening.  Proposals will be evaluated and bidders may be requested to provide a presentation of their proposed services.

New Hanover County (NHC) invites North Carolina (NC) licensed and experienced engineers and accompanying NC licensed and experienced surveyors to submit qualifications for oceanfront shoreline and inlet shoulder mapping and evaluation.  The mapping area includes shoreline/shoulder reaches along Wrightsville Beach, Masonboro Inlet, Masonboro Island, Carolina Beach Inlet, Freeman Park, Carolina Beach, Kure Beach and Fort Fisher State Park south to the NHC southern boundary.

All qualification packages will be mailed or hand delivered to New Hanover County Engineering Department, attention Jim Iannucci, County Engineer at 230 Government Center Drive, Suite 160, Wilmington NC 28403.

Qualification packages will be accepted at this address until September 20, 2013 by 3:00 pm.  Qualifications received after this time will not be accepted.  NHC will not be responsible for mail delivery delays.
