Campaign Finance

Candidates are required to form a committee within 10 days of spending or receiving any money in support of their candidacy; within 10 days of announcing their intent to seek a specific office; within 10 days of filing for office; or within 10 days of circulating a petition for candidacy, whichever comes first. All committees organizing over the $1,000 threshold are required to file campaign finance reports per the reporting schedule. Political Action Committees (PACs) are also subject to campaign finance laws and reporting. To view and/or download the current NC Campaign Finance Manual click here.

Local municipal and county candidates and elected officials (excluding judicial) file their campaign finance reports with the New Hanover County Board of Elections office. Candidates running for state-wide offices and judicial seats (including District Attorney) file reports with the NC State Board of Elections. Candidates seeking federal offices file campaign finance reports with the Federal Election Commission.

Campaign Finance Reports

All reports filed with the New Hanover County Board of Elections are available for public viewing in our office. Hours are Monday through Friday, 8 a.m. to 5 p.m. Current reports for elected officials, candidates seeking office in upcoming elections, and other registered political committees, can be found by clicking here. Reporting Schedule

Campaign Finance reports are due into our office no later than 5:00 p.m. on the date the report is scheduled due. Reports received after that date are considered late. Late reports are subject to penalties. To see the current reporting schedule click here.

The NC State Board of Elections maintains an online library of all campaign finance reporting forms available in both editable Word and printable pdf formats. Click here to access forms.
