New Hanover  County Juvenile Crime Prevention Council
Request for Proposals
$443,625 20% January 28, 2007
Anticipated County Allocation Required Local Match Rate Date Advertised
The Juvenile Crime Prevention Council (JCPC) has studied the risk factors and needs of Juvenile Court involved youth in this county and hereby publishes this Request for Proposals.  The JCPC anticipates funds from the Department of Juvenile Justice and Delinquency Prevention (DJJDP) in the amount stated above to fund the program types specified below.  Such programs will serve delinquent and at-risk youth for the state fiscal year 2007-2008 beginning on, or after, July 1, 2007.  The use of DJJDP funds in this county requires a local match in the amount specified above.
The JCPC will consider proposals for the following needed Programs:
1. Counseling Services
2. Structured Day Reporting
3. Teen Court
4. Vocational Development
5. Substance Abuse Treatment
6. Parent/Family Skillbuilding
7. Mentoring
8. Tutoring
9. Interpersonal Skillbuilding
Proposed Program Services should target the following Risk Factors for Delinquency or Repeat Delinquency:
Association with other Delinquent Youth; Moderate to Serious Behavioral Problems at School; Prior Assaultive Behavior; Involvement in Alcohol and Substance Abuse; Prior referrals to Juvenile Court; Referral to Juvenile Court prior to age 12; Inadequate supervision by parents/guardians.
Programs should address the following concerns as reported in the Needs Assessments for Adjudicated Youth:
Peer Domain: >Association with other Delinquent Youth;  
Individual Domain: >Mental Health Needs including School Behavior Problems and Sexually Offending Behavior;   Involvement in Alcohol/Substance;  Referral/Involvement with Juvenile Court prior to age 12
Family Domain: >Inadequate Supervision by Parents/Guardians
School Domain: >Moderate to serious behavioral problems at school; Court Counselors estimate approximately 70% of Court Involved Youth are functioning below grade level
Programs should implement services which promote one or more of the Protective Factors in each domain below:
Peer Domain: >Good relationships with pro-social peers;  Low peer substance use;  Positive peer modeling
Individual Domain: >Intolerance for deviant behavior;  Social support from adults/peers;  Social Competency;  Job expectations
Family Domain: >Opportunities for pro-social family involvement;  Effective parental supervision;  Family Communication
School Domain: >School Bonding;  School Connectedness;  Classroom management Climate
