PURPOSE AND SCOPE:
The purpose of this policy is to encourage the use of Geographic Information Systems (GIS) to produce, edit, analyze, and integrate map information and data in New Hanover County, NC.

POLICY:
It is the policy of the New Hanover County Information Technology Department to acquire and support Geographic Information Systems (GIS). The GIS will be the central and authoritative system for address based data. The GIS will establish the standards for addressing and address data layers provided to other systems that need address-based information (i.e. E911, Inspections, Land Records). The established standards will be described in the New Hanover County Addressing Standards & Procedures Manual. All address assignments for New Hanover County will be captured in the GIS. Furthermore the GIS will be the central and authoritative system for parcel-based mapping data in New Hanover County, NC.
PROCEDURES:
The NHC Information Technology Department will:
· Review the county’s needs for geographic information, and identify opportunities for GIS to assist other county departments carry out their responsibilities more efficiently
· Determine data categories necessary for GIS applications
· Prepare and maintain detailed documentation of the core set of GIS base data
· Coordinate both the development and maintenance efforts of a core set of GIS base data between all county departmental organizations
· Develop and implement public access of GIS data through the use of modern computer communication technologies
· Provide GIS informational and educational opportunities as needed
