Subject:  Cabling, Equipment Room and Riser Specification

PURPOSE AND SCOPE:

This document establishes standards and guidelines for the design of entrance and equipment rooms in new construction projects or building renovations. These specifications are applied in construction specifications and drawings.

CHANGE SUMMARY:

None; this is the first issue of this document.

GENERAL:

This document provides specifications for the design of telecommunications cabling systems for New Hanover County (NHC) building construction and renovation projects. This document supplements industry standards and building codes and elaborates on items important to the function and support of County data network and telephone systems.

The NHC Information Technology (NHC/IT) department participates in design reviews and approves final drawings and specifications for the telecommunications cabling design for all construction projects. Additionally, NHC/IT participates in construction progress reviews and final acceptance inspection of cabling systems. Special attention is given to the layout, functionality, and appearance of the main equipment room and wiring closets.

SPECIFICATIONS:

Wiring Closets

Normal environmental standards apply: filtered air conditioning, no source for water leaks (within, above, or adjacent spaces); no electrical distribution equipment; vinyl floor covering or sealed concrete.

Nominal size 100 sq ft; central location; good accessibility.

One or more 19" equipment racks (number and type appropriate to service); easy access to back side of rack; good wire management to provide efficient use and orderly appearance; equipment backboards located near racks and appropriately sized for wall mounted equipment.

Each equipment rack will be equipped with horizontal cable managers above and below each patch panel and network concentrator (hub, switch, multiplexer, etc). The managers will be appropriately sized to handle cabling for the patch panels or electronic devices. For the 48 port patch panels, the top row of cables are routed through the upper cable manager and the lower row is routed through the lower manager.

Cable trays or ladder racks will be provided to support the horizontal cabling between the patch panels and the cable bundle's exit from the wiring closet.

Electrical power from an emergency power system should be provided, if available.

Main Equipment Room

In addition to wiring closet requirements above:

Nominal size 200 sq ft.

Electrical power from an emergency power system should be provided, if available.

May serve as wiring closet for surrounding area as well as handling entrance cabling and distribution of cabling to other wiring closets.

Vertical wiring

Specifications for data riser cables are given in separate specification.

Voice riser will be 50 pair, 100 pair, etc, (sized appropriate to area served) Category 5e cable running from the telephone equipment room (normally main equipment room) to each of the wiring closets.

All data and voice risers will be continuous from equipment room to each wiring closet without any breaks, i.e. no splices, no connectors, no cross connections.

Conduit will be sized appropriate to vertical cabling plan with at least 100% growth capacity. A spare conduit will be provided.

Entrance wiring

At least three conduits will be supplied; one for the phone company, a second for NHC use (fiber, commercial fiber, cable TV, etc.), and a spare. The size of the conduit will be specified in consideration of the function and occupancy of the building. Large buildings shall use 4” conduits; smaller buildings may use 3” or 2” conduit that meets telecommunication requirements.

If distance requirements permit, the entrance facilities should be co-located in the main equipment room.

Radio Transmitters

Radio transmitters will not be installed in a manner that can interfere with telecommunications equipment or cabling.

In addition to these, the standards and specifications listed in this specification and other NHC specifications listed in NHC Cabling Infrastructure Policy will be applied.
