What is the Wilmington/Hanby Beach Water & Sewer Assessment?

On August 19, 2002, the New Hanover County Board of Commissioners confirmed the Final Assessment Roll for the public water and sewer system constructed in the Wilmington and Hanby Beach areas.

What is the total amount of the assessment?

$5,256,169.00

What is the basis of allocation for the assessment?

Each property in the project area is assessed based on the number of square footage in the parcel, as well as the number of water and sewer taps placed on the property. As an example, a standard 5,000 square foot lot with a water tap and a sewer tap has been assessed in the amount of $4,179.00.

What are the assessment payment terms?

The Board of County Commissioners established a grace period in which no interest will be charged until March 1, 2003. The Board has provided a ten-year payment plan (annual payments) at a rate of six percent per year for those who do not choose to pay their assessment in a lump sum. Bills for annual payments will be mailed to property owners on or before February 1, 2003. All payments should be made to the New Hanover County Finance Department, 230 Government Center Drive, Wilmington, N.C. 28403. If you have questions regarding your assessment, you may contact the Finance Department at (910) 341-7187. When making payments, please be sure to reference your Parcel I.D. number. Note: To avoid interest, payment should be received by the Finance Department on or before February 28, 2003.

Who will operate the water and sewer systems and bill for services?

Carolina Beach and Kure Beach will operate the water and sewer systems, as well as bill for monthly services.

Is connection to the water and sewer systems mandatory?

Sewer connection is mandatory for both Carolina Beach and Kure Beach. On March 1, 2003, both Towns will begin to bill for sewer service even if your structure is not connected (does not apply to vacant lots).
