Effective May 24, 2007, building permits and flow allocations will be issued subject to the following conditions:
With regard to building permits, flow allocations will be approved only upon acceptance of a complete building permit application, as determined by County Inspections. If any of the maximum cumulative caps on flow permit allocations, as listed below for various service areas, are reached, building permits that impact flow allocations will no longer be issued in that service area.
Sewer Extension Permits
Applications for sewer extension permits in the service area of the NEI area, and the northside area served by the NSWWTP are being accepted, reviewed, but not forwarded until those moratoria are lifted. Sewer line extension applications are being accepted and issued in the SSWWTP area, except for the NEI area.
Building Permits in the SSWWTP Area
Building permits are being issued basically without flow permit allocation limits in the SSWWTP area, except for the NEI area.
NEI Area Building PermitsBuilding permits and flow allocations are being issued in the NEI service area subject to the following constraints:
A) Commercial permits will be issued on a first-come, first-serve basis, until a maximum cumulative cap of 60,000gpd is reached. There is no limit on the amount that can be applied for an individual permit until the 60,000 gpd cumulative cap is reached.
B) Residential (single-family and duplex) permits will be issued on a first-come, first -serve basis, until a maximum cumulative cap of 60,000gpd is reached. A builder may apply for and hold a maximum of 10 permits for 10 residential units in any given subdivision at any given time. He may apply for additional units when certificates of occupancy are issued for existing permits.
North Side Service Area Building Permits
Building permits and flow allocations are being issued for the northside area served by the NSWWTP subject to the following constraints:
A) Permits and flow allocations will be issued for the City system and the NHC Water and Sewer District up to maximum caps of 60,000gpd for each for a total of 120,000 gpd. The District will issue permits on a first-come, first-serve basis. The City may determine priority for flow allocations.
B) Commercial and residential permits and flow allocations will be subject to the same conditions as stated above for the NEI service area, except that the cumulative total of both residential and commercial cannot exceed the maximum caps of 60,000 gpd for the City and District each.
Upfit and Shell Building Permits Upfit building permits and flow allocations will continue to be issued for shell buildings for which the shell permit was applied for before Thursday, May 24, 2007.
Exhaustion of Flow Allocations Upon reaching a maximum cap for any of the given service areas, building permit applications will continue to be accepted but permits will not be issued. Acceptance of an application allows for permit application processing to continue and establishes for that application a place in the line when additional sewer capacity is available
