ONE STOP ABSENTEE VOTING


One Stop Voting is part of Absentee Voting.

Pursuant to North Carolina General Statute 163-227.2 (a) One Stop voting begins no earlier than the third Thursday before an election, in which ballots are authorized, in which a voter seeks to vote and not later than 1 p.m. on the last Saturday before that election, the voter shall appear in person only at the office of the county board of elections, except as provided in subsection (g) of this section.

Subsection (g) allows the Board of Elections to provide for additional One Stop voting sites by unanimous vote of all its members. The County Board of Elections must submit a One Stop Voting Plan of Implementation to the North Carolina State Board of Elections for approval prior to putting One Stop Voting into practice for our voters.

It depends on the type of election as whether the Board will offer One Stop voting sites other than the Board of Elections site.

One Stop Voting is a convenient way for a voter to vote and avoid long lines on Election Day.

Persons wishing to register and vote after the registration deadline may appear in person at a one-stop absentee voting site, complete the voter registration application form and provide proof of residence by presenting valid documents showing current name and address.

Voters can go to  one-stop voting sites in New Hanover County, register AND vote on the same day if you are qualified. 

 To qualify to vote in New Hanover County, you must be 18 before the next general election, a US citizen and a legal resident of New Hanover County.  You can not be a convicted felon, unless your rights of citizenship have been restored.  

 If you are not registered you must complete an application, attesting that you meet the eligibility requirements.  Just for clarification, attestation is the same as swearing or affirming the truthfulness of your statements. Such attestation is signed under penalty of a Class I felony.  Additionally, you will be asked for specific documents establishing your proof of residency. 

 This can be one of the following:

Ø      North Carolina driver’s license with current address

Ø      A utility bill with name and current address, such as:

o       a telephone bill or cell phone bill

o       an electric or gas bill

o       a cable television bill

o       a water or sewage bill

Ø      A document with name and current address from a local, state, or US government agency, such as:

o       a passport

o       a government-issued photo ID

o       US military ID

o       a license to hunt, fish, own a gun, etc…

o       a property tax bill

o       automotive registration

o       certified document of naturalization

o       public housing or Social Service agency document

o       a check, invoice, or letter from a government agency

o       a birth certificate

Ø      A student photo ID along with a document from the school showing the student’s name and current address.

Ø      A paycheck or paycheck stub from an employer or a W-2 statement

Ø      A bank statement or bank-issued credit card statement

 Once the applicant has presented proof of residency they will be given a retrievable absentee ballot which they may vote at that time.  The application will be verified by the County Board of Elections within two business days. 

 The person’s vote shall count unless the County BOE determines that the applicant is not qualified to vote.
